The International Center for Spiritual Renewal has been established to bring before the Church on a continuing basis the primary need for revival and renewal, both personal and corporate. The Center seeks to accomplish this purpose through the conducting of research, the development of material, the facilitating of special meetings, and the sponsorship of an academic chair.
IFCSR is a non-profit corporation that works with all denominations, as well as non-affiliated local churches and ministry agencies.
- To acknowledge, celebrate and record the unprecedented move of God that is now taking place around the world.
- To promote an understanding of the need to respond to the move of God through humility, prayer, fasting, repentance, and reconciliation.
- To help create in the hearts of ministers and laity around the world a hunger for a deeper relationship with God.
- To articulate and emphasize the moral and social responsibilities that are implicit in the spirit of true revival.
- To engage in research and publish materials relating to both the contemporary and historical concepts of revival and renewal.
- To conduct special meetings of various types, which will strengthen and perpetuate the spirit of revival.
- To establish a Chair of Spiritual Renewal at the Church of God Theological Seminary.
Most recently, Rev. Wilson has been appointed as Executive Director of the Center for Spiritual Renewal and served as the Executive Officer for the Azusa Street Centennial. The Centennial was held in Los Angeles April 25-29, 2006, with more than 50,000 people gathering from 106 nations of the world to celebrate the outpouring of the Holy Spirit and anoint the next generation to go forward in the power of Pentecost. Rev. Wilson works alongside Pentecostal leaders worldwide to draw believers together for dynamic spiritual meetings encouraging unity and experiencing a harvest of souls for the kingdom of God.
Reverend William M. (Billy) Wilson also serves as International Minister of Outreach for both the Church of God and Church of God of Prophecy, forging a historical cooperative effort between these two Pentecostal movements. His responsibilities include coordinating global evangelism initiatives, holding international crusades and conferences, developing unique cooperative ventures in difficult-to-penetrate regions of the world, and building bridges between the movements on both the leadership and local levels.
As Voice of Salvation Minister, Rev. Wilson is the executive producer and host of World Impact, a weekly television broadcast now seen in all 50 states and more than 170 nations with a potential viewing audience of 500 million each week. His radio ministry can be heard in numerous nations on Voice of Salvation’s Weekly Radio Program and 5 Minutes to Victory, contemporary radio broadcasts. Serving in this capacity since 1994, he is a proven leader in the field of faith-related communication.
Rev. Wilson has been elected to serve on the Board of Trustees for the National Interfaith Cable Coalition, Inc., which serves as the governing body providing oversight to Faith and Values Media—the nation’s largest coalition of Christian and Jewish faith groups dedicated to media production, distribution, and promotion. He was elected to the Board of Trustees by virtue of his recent unanimous selection as chair of the Faith and Values Media Member Council and holds a unique perspective as the Board’s only Pentecostal voice.
During more than 27 years of ministry, Reverend Wilson has also served as church administrator, international youth director, senior pastor and international evangelist ministering in crusades around the world. One of his more recent accomplishments is authorship of a book entitled Fasting Forward: Advancing Your Spiritual Life Through Fasting.
A native of Owensboro, Kentucky, Reverend Wilson graduated from Western Kentucky University with a Bachelor of Science in Secondary Education in 1979. He graduated from the Church of God of Prophecy Bible Training Institute at Cleveland, Tennessee, in 1983. He received his Master of Arts degree with a concentration in Evangelism and World Missions at the Church of God Theological Seminary in Cleveland, Tennessee, in 1997. He is a licensed bishop in the Church of God of Prophecy and his ministry credentials are fully recognized in the Church of God.
He and his wife, Lisa, currently reside in Cleveland, Tennessee. They have one daughter Sara, who also resides in Cleveland with her husband Shaun and daughter Abigail. The Wilson’s son Ashley serves as pastor in Mansfield, Ohio, along with his wife Jamie and their children Anna Elisabeth and Aaron.

Dr. Robert Fisher's ministry touched thousands. At the time of his death, Dr. Fisher was 74 years old and serving as executive director of the Center for Spiritual Renewal. He was dedicated to remembering, researching and commemorating the spirit of revival around the world. His largest project underway at the time of his death was the worldwide celebration of the centennial of the Azusa Street Revival, which will took place in Los Angeles on April 25-29, 2006.
"Bob Fisher was a visionary," stated Carl Richardson former ICSR Board Chairman. "He had the ability to plan ahead and see the big picture. This is a unique and rare quality..he was a family man of the highest caliber, and his family and the Lord came first.
Dr. Fisher, a native of Southern California, traveled internationally speaking in seminars, conferences and camp meetings. In his position as executive director of the Center for Spiritual Renewal, he initiated and served in key leadership roles for events such as the national solemn assemblies, international leadership retreats ("Together" meetings) and the Community Service Initiative, an innovative program partnering public schools and local churches. He had served the kingdom of God extensively in the pastorate, educational institutions, international church leadership roles, para-church organization boards, and international prayer movements.
Dr. Fisher was the author of many articles and pamphlets, along with several books, including The Language of Love, The Family and the Church, The Challenge of the Ministry (editor), and Pressing Toward the Mark (editor). His book, Quick to Listen, Slow to Speak, has been named a best seller by the publisher, Tyndale House. His last book, The Joy of Relationship, was published by Pathway Press.
Dr. Robert E. Fisher passed away on September 28, 2005, in an Atlanta hospital following a brief illness. His leadership is greatly missed, but his legacy of spiritual renewal continues on.

The establishment of the Chair of Spiritual Renewal at the Church of God Theological Seminary is an intentional effort to preserve and perpetuate the principles of revival and renewal over the longer term, as the Lord tarries. The establishment of the Chair guarantees that until the Lord comes and as long as the seminary exists there will be strong emphasis on the primary need for spiritual renewal in the overall academic and spiritual life of the seminary.
- To study and be confronted by the spirit of revival in an intentional academic setting
- To assure that contemporary as well as historical concepts of spiritual renewal will be an ongoing part of the curriculum of the seminary.
- To provide for the employment of qualified seminary professors who have demonstrated through attitude and experience an understanding of the dynamics of true revival.
- To instill in the hearts of present and future leaders a passion for godliness.
- To create at the seminary and in the church generally an awareness of the continuing need for personal and corporate repentance which results in behavior reflecting personal integrity, moral purity, and social responsibility.
- To work in cooperation with the International Center for Spiritual Renewal in the accomplishment of mutual goals.
